Scope note: Drowning Communities in Strategy Documents
The production of excessive frameworks, strategies, policies, agreements or action plans that overwhelm communities, workers or advocates with procedural complexity. Framework Flooding creates exhaustion, fragmentation and navigational overload while allowing institutions to continue signalling progress.
